With reference to your letter of the 21st April

last (F 1435/472/10), I am directed by Mr. Secretary

Shortt to return, herewith, the original enclosure in

Messrs. Holt's letter to the Board of Trade of the

17th January as requested.

I am to say, as regards the suggestion in your

letter of the 15th March last that Mr. Shartt presumes

that the pamphlet issued by the India Office entitled

"The Truth about Indian Opium" will serve the purpose

aimed at, so far as the opium trade is concerned, and

so far as the trade in other drugs is conce med, this

Department will prepare a short statement of the action

taken by His Majesty's Government.
